The primary duty holder under the Work Health and Safety Act

According to the Model Work Health and Safety Act (the Model Act), the new primary duty holder charged with the responsibility to ensure the safety of the workplace will be a person conducting a business or undertaking (PCBU). The duties of an employer will be assumed by the PCBU. But why was this approach chosen and who is a PCBU? More……
